Argonne National Laboratory is searching for a Capital Planner to join its Strategic Planning and Sustainability team within the Infrastructure Services Directorate.

The Capital Planner is responsible for developing and maintaining a multi-year portfolio of capital facility and infrastructure projects (capital projects) to support mission readiness and Laboratory Operations goals by reducing deferred maintenance and operations risks through addressing repair needs, infrastructure modernizations, compliance obligations and improved resilience and sustainability investments. Annual budget of $8.5M is dedicated to repair and maintenance projects with additional funding available based on justification for campus-wide institutional benefit. The Capital Planner is responsible for ensuring capital planning and budgeting efforts for the laboratory’s facilities and utility systems comply with Department of Energy Order 430.1C, Real Property Asset Management. The Capital Planner provides technical direction on project requirements and prepares program planning documents, preliminary cost estimates, comparative cost studies and funding option analysis for capital project proposals and facility improvements.

Responsibilities include:

• Evaluate facility and infrastructure deficiencies and other data, provided by the Infrastructure Services Data Manager, to identify, develop and prioritize capital projects investments.
• Manage process to develop capital project business cases, working with Facility Engineers, Utility System Engineers and consultants, as needed.
• Develop and maintain a multi-year capital facility and infrastructure investment plan with needed funding profiles and work to identify appropriate funding sources (Major Repair, Laboratory General Benefit, Institutional General Plant Projects, and Sustainability).
• Develop annual Work Project submissions to request laboratory overhead funding for projects as appropriate.
• Identify scope and budget for planning studies, preliminary designs and further evaluations needed to support business case development and the multi-year capital investment plan. Lead internal teams or manage consultants to conduct studies as appropriate.
• Participate in capital project design reviews and project meetings to provide feedback and ensure strategic alignment to the investment plan.
• Review monthly progress of infrastructure project execution and provide input, as necessary, to Infrastructure program and project managers on optional scope, risk/contingency or sequencing of work to align with goals of the multi-year capital investment plan.
• Serve as point of contact for resilient infrastructure and incorporate resilience and sustainability requirements into capital planning
• Maintain standard approach to performing rough order of magnitude cost estimates and project durations for planning purposes.
• Respond to stakeholder and customer requests for project initiation and planning support and provide planning level cost estimates and schedules as requested.

Position Requirements

• Comprehensive knowledge of engineering principles as applied to design, construction, and management of research facilities and related infrastructure.
• Communications and leadership skills as well as excellent written and oral communication skills, including negotiation, facilitation, and managing processes across matrix teams.
• Interpersonal skills and the ability to develop productive relationships with ANL managers and staff, and collaborators from other institutions.
• Considerable ability to deliver successfully against demanding cost, schedule, technical goals and within all regulatory guidelines.
• Knowledge of management principles and practices, Laboratory and DOE policies and Laboratory accounting and procurement procedures.
• Considerable capability in decision making for planning and prioritizing technical and other required programs. 
• Knowledge and skill level requires formal education with a Bachelor`s Degree in engineering (civil, mechanical or electrical), environmental, urban planning, or architecture, and 10 years or more of technical experience with broad-based strategic planning and project management.
• Demonstrated experience in creating, developing and executing facility programming and capital project planning activities.
• Demonstrated experience with CAD, GIS, word processing, spreadsheets, graphic presentation development, and database management.
• Demonstrated ability to effectively present information and respond to questions from senior leadership, customers, and service personnel.
• Registration as a professional architect or engineer and/or certified project management professional is highly desirable.
