Job Description

Manages all the operational activities across Institutional Partnerships and serves as the Operations Liaison with all of the laboratory’s business units (Human Resources, Business Information Systems, Environment, Health and Safety, Infrastructure Services, Finance and Procurement, etc…). Supports the operational needs for programs that include middle and high school students, university students, faculty appointments and institutional agreements. Manages all Institutional Partnership internal process improvement projects, including mapping business processes, driving program implementation to execution, building cross lab coalitions, and managing the change management process.

Activities include:

  • Participates as leader in Lab-wide committees, such as Operations in Excellence Council (OEC), to advocate and represent the collective needs of Institutional Partnerships and maintains relationships with leaders across the Operations Directorates to support continuing collaborations.

  • Supports the Institutional Partnership Director in implementing the larger strategic plan by driving operational needs, reviewing business processes, and seeking ways to increase efficiency and transparency.

  • Maintains oversight into all business processes (Joint Appointment Program, University Student Programs, STEM Education and Outreach Programs, STEM Education Volunteer Program) and provides periodical process improvement reviews along with supporting the development of new business processes for emerging areas such as faculty development, workforce development and apprenticeships.

  • Manages all Institutional Partnerships internal process improvement projects, including mapping business processes, driving program implementation to execution, building cross lab coalitions, and managing the change management process.

  • Partners with Institutional Partnership program developers to identify needs and opportunities for process improvement and build a multiple year roadmap.

  • Drives a cross Institutional Partnerships evaluation plan that includes identification of metrics, data collection tools and process for analysis that helps inform current and future work across the department.

  • Manages the data collection and analysis process of all Institutional Partnership programs and activities and serves as the primary contact for all data requests and report writing.

  • Maintains all Institutional Partnership policies and procedures and serves as the primary point of contact for developing new policies and procedures.

  • Be the primary point person for all of the technology products, licenses and tools being used within Institutional Partnerships and liaison with S&TPO operations team and BIS relationship manager.

  • Supports the Director’s efforts in building and nurturing relationships with key universities, colleges and other S&T consortiums and higher education associations, by managing all operational activities across Institutional Partnerships.

  • Interpersonal, negotiation, and customer skills as well as the ability to establish a rapport with others.

  • Ability to build and maintain strong relationships across the Laboratory.

  • Proven experience in working in high-demand, fast-paced environments where critical thinking skills and managing competing priorities are necessary.

  • Strong influencing skills and ability to navigate across the organization.

  • Demonstrated experience influencing resistant, management stakeholders and driving change among multiple, varying organizational cultures.

  • Ability to work under consultative direction and apply independent judgment to accomplish objectives.

  • Demonstrated knowledge and experience with process improvement and organizational design whose outcomes have led to positive impacts on how an organization function overall. 

  • Record of high integrity and adherence to maintaining confidentiality.

  • Demonstrated experience in project management, process design and process improvement.

  • In-depth functional and technical knowledge of lab operations business processes including human resources, accounting, Argonne business systems, sponsored research and contracts management.

  • Knowledge of DOE and Laboratory rules, regulations, policies and procedures, and ability to interpret and articulate.

The selected candidate will be placed at the appropriate level (PA4 or PA5) depending upon the depth and breadth of relevant knowledge, skills, and experience brought to the position. The requirements for the desired levels are as follows:

  • PA4 Level: Bachelor’s and 6+ years of experience, Master’s and 4+ years, or equivalent

  • PA5: Bachelor’s and 10+ years of experience, Master’s and 8+ years, or equivalent
