Job Description

Summary

The Department of Medicine is seeking an experienced Manager, Research Administration Manager to lead the management, administrative, and financial operations of the BCM Section of Health Services Research. Additionally, the Manager liaises with the Chief of Operations for IQuESt, the Center for Innovations in Quality, Effectiveness and Safety. IQuEST is a unique research collaboration funded jointly by Baylor College of Medicine (Section of Health Services Research) and the Michael E. DeBakey VA Medical Center (HSR&D). The Manager, Research Administration is responsible for autonomously managing the research portfolio of the Section and assists with the collaborative projects that fall under the IQuESt umbrella; provide financial management and accountability for all Section resources; and to provide administrative infrastructure for faculty, staff, and trainees. This role is dynamic, fast paced, and critical to the long-term success of the Section and IQuESt.  The Manager, Research Administration will manage a team of 10+ this includes professional as well as coordinator level staff.

Job Duties

Research Administration - 40% 

  • Understands grant and contract funding sources and how they impact funds flow, faculty effort, etc.
  • Manages faculty salary distribution on research fund codes, effort, and the distribution of faculty total professional effort.
  • Leads research administration efforts of the section to support the needs of faculty and staff, operations, and support of resources.
  • Responsible for the preparation, submission, and administration of grants and contracts.

 

Financial Management - 25%

  • Provides financial management and accountability, including developing budgets, monitoring budget and grant expenditures, reconciling accounts, financial reporting, and ensuring federal and institutional accounting standards are met.
  • Oversees the analytical review of monthly budget reports to satisfy requirements of sponsor agencies, institutions, and investigators for planning, budgeting, auditing, and oversight purposes.
  • Responsible for establishing and implementing quality assurance and quality control measures/oversight and ensuring adherence to college policies and regulatory standards.

 

Operational Leadership - 25%

  • Develops and directs short and long-term strategic business plans in alignment with overall Department and Section priorities.
  • Prepares business analyses, funding plans, and development proposals; implements plans for new programs; and designs and executes changes to existing programs.
  • Leads complex finances, fiscal resources, and budget functions with overarching fiscal responsibility.
  • Drives continuous improvement in all domains and participates in Department-wide efforts.

 

People Management - 10%

  • Manages Section staff including developing staffing plans, defining work responsibilities and prioritization, setting performance and development plans, and conducting annual performance evaluations.
  • Establishes staffing plans, effort and productivity guidelines according to budget availability and business needs.
  • Leads professional development plans and initiatives.

Minimum Qualifications

  • Bachelor's degree.  Certified Research Administrator certification through the Research Administrators Certification Council (RACC) may substitute for the degree requirement.
  • Four years of relevant experience.
