Sandia National Laboratories in California (SNL/CA) is seeking an Engineering Program/Project Lead (Job Title: Engineering Prog/Proj Lead PP) for its Hazardous Waste Management Program, within the Environmental Department (#08516) at Sandia’s Livermore, California, campus. This position supports all hazardous waste management activities at Sandia’s Livermore campus in California (SNL/CA). The selected applicant can work a combination of onsite and offsite work. The selected applicant must live within a reasonable distance for commuting to the assigned work location when necessary.

The candidate selected for this Engineering Program/Project Lead (EPPL) role will be called upon to provide direct leadership and support to the hazardous waste management technicians and/ professionals within SNL/CA’s hazardous waste program. The EPPL will be the Subject Matter Expert (SME) and dedicated Point of Contact (PoC) for supporting the generation, collection, and disposal of hazardous waste, inclusive of low level mixed radioactive waste. The EPPL will support permitting activities for the hazardous waste program.

On any given day, you may be required to:

  • Direct and supervise the activities of Hazardous Waste Technicians to ensure the collection, labeling or waste.
  • Hold decision making authority (within organizational parameters) related to cost, schedule, and performance.
  • Serve as a delegate for management in areas related to Hazardous waste operations and collaborate with external and internal stakeholders (Center 4600, Site Field office, regulatory specialist, etc.).
  • Assist with or direct sampling to characterize hazardous waste
  • Schedule off-site transportation and disposal of hazardous waste by licensed hazardous waste transporters and permitted disposal facilities.
  • Ensure compliance with all conditions of the facility’s hazardous waste Part B permit, and related plans, which authorize the treatment, storage, and disposal of hazardous waste.
  • Implement Department of Energy’s requirements for the management of hazardous waste.
  • Authorize technical documents for the implementation of the hazardous waste program to support projects and to provide detailed instructions on applying permit and regulatory requirement.
  • Provide expert-level advice and develop training for Line Customers and the hazardous waste management staff on handling, storage, transporting and disposal of hazardous waste.
  • Ensure accurate manifesting of waste in conformance with California’s hazardous waste manifest, EPA’s regulations, and DOT’s shipping requirement
  • Maintain and (if necessary) conduct emergency response procedures in response to releases of hazardous waste.
  • Plan and conduct decontamination procedures where hazardous waste is present.
  • Ensure the renewal of contracts and track the budget for obtaining good and services to allow the functioning of the hazardous waste management program, and maintenance of the equipment and buildings.

Qualifications We Require:

  • Bachelor’s degree in a relevant field or equivalent combination of relevant education and experience; plus, eight or more years of directly related experience that demonstrates the knowledge, skills, and ability to perform the duties of the job. Equivalent experience in lieu of degree must be directly related experience that demonstrate the knowledge, skills, and ability to perform the duties of the job.
  • Working knowledge of state and federal regulations related to generation, classification, treatment, storage, and disposal of hazardous waste and mixed waste.
  • Experience and knowledge with characterizing hazardous waste.
  • Current computer skills, including working knowledge of word processing, spreadsheet, and database applications
  • Ability to obtain and maintain 40-hour HAZWOPER certification
  • Ability to occasionally work a modified schedule to meet customer needs and travel.
  • Knowledge of project management practices for technical work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions.
  • Ability to make decisions requiring scientific, engineering, and programmatic judgment.
  • Demonstrated leadership skills, including the ability to successfully plan, organize, lead, and monitor team efforts to completion.
  • Ability to obtain and maintain a Department of Energy Q-level security clearance
  • Possession of a valid driver’s license and access to a private vehicle for travel to and from work locations

Qualifications We Desire:

  • Experience providing guidance on the safe management of hazardous waste to customers across the laboratory.
  • Proven track-record of excellent organizational and individual leadership skills with the ability to effectively work with and direct other technical staff
  • Excellent oral and written communication skills and attention to detail
  • Excellent interpersonal and customer relations skills and flexibility
  • Ability to work effectively independently, and in team situations in fast-paced, deadline-driven environments
  • Proven ability to handle multiple projects simultaneously, moving from program to operational work seamlessly between varying types of hazardous waste management concerns.
  • DOT (3-day) hazardous materials transportation training.
  • Experience working in an operational environment such as DOE or NRC facilities or Naval Reactors
  • Active DOE “L” or” Q” level security clearance

About Our Team:

The SNL/California Environmental Management Department is responsible for the implementation of all environmental programs and activities at the Livermore site in support of research and development in combustion, bio-defense, energy and nuclear security disciplines. The department implements five Environmental programs (Air Quality, Environmental Monitoring, Environmental Planning, Waste Management and Pollution Prevention). The hazardous waste management team consists of the operational activities pertaining to arranging for safe disposal of hazardous waste (which this position oversees) and the permitting and reporting or hazardous waste activities. The group is part of the Environmental Department at SNL/CA.

Security Clearance:
