Job Summary
The University of Michigan Department of Environment, Health & Safety is seeking an Environmental Protection and Permitting Program Manager to provide management of comprehensive environmental programs for the University of Michigan to ensure that campus operations, including vast construction projects, and research activity meet federal, state and local environmental regulations. This position reports to the Assistant Vice President of the Environment, Health & Safety Department (EH&S). This position is required to demonstrate professionalism, and strict ethical conduct in the execution of their duties. This position manages a team of professional staff members supporting environmental compliance for the University. This position provides oversight, direct supervision and support for environmental programs and is also responsible for developing and maintaining policy and program documents such University-wide guidance documents, standard operating procedures, and required plans. This role provides technical expertise to a broad group of stakeholders in support of environmental compliance and minimization of environmental risk and liability. Knowledge of environmental regulations and programs, including but not limited to, Air compliance (EGLE and Clean Air Act Title V), Clean Water Act (NPDES MS4, permits), Michigan Public Act 451, Part 31 (water quality, flood zones, sanitary sewage), Part 33 (aquatic nuisance), Part 91 (SESC), Part 201 (environmental remediation and due care), Part 211 (underground storage tank management), above ground storage tank management, Part 213 (leaking underground storage tanks), Part 303 (wetlands), Chemical Storage (Michigan Part 5, EPA Spill Prevention, Control, and Counter Measure (SPCC), Part 111/115 (waste management/RCRA), EGLE/USACE Joint Permitting, All Appropriate Inquiry, FEMA (flood zones) and other relevant federal, state and local regulations, guidelines, and standards is required.
Responsibilities*
Determine environmental compliance requirements; monitor regulatory changes, identify areas for improvement; communicate requirements, implement and develop guidelines/recommendations.
Manage environmental permits for compliance, permit obligations, and renewals to ensure ongoing compliance with regulations.
Manage environmental staff; oversee field activities, ensure technical accuracy of data, reporting, documentation, and manage change and professional development of staff.
Provide technical expertise for the interpretation, application, and implementation of environmental regulations, field investigations, and corrective actions.
Evaluate environmental releases, determine/implement corrective actions, and provide notifications to regulatory agencies.
Develop and conduct training, outreach, and communication relevant to environmental compliance and best management practices.
Manage/develop budgets for environmental compliance and strategic planning.
Serve as the liaison with regulatory agencies and member of several committees to provide environmental expertise and information sharing.
Review construction/renovation plans and specifications for environmental compliance.
Vet and manage environmental consultants and vendors to provide environmental expertise, technical support, and services.
Required Qualifications*
Graduation from an accredited college or university with a Bachelor's degree in environmental, engineering, geological sciences, or a related scientific field.
5 years leading and implementing environmental programs and projects.
Knowledge of many and well-versed in other federal, state, and local regulations and best management practices that govern environmental compliance.
Extensive professional experience related to environmental, field assessments, sampling protocol, environmental equipment, laboratory analyses, and corrective actions.
Understanding of waste characterization; non-hazardous, liquid industrial, and hazardous waste.
Strong interpersonal skills with the ability to cultivate collaborative positive relationships across the University, and externally with peers.
Demonstrated ability to work as part of a collaborative and interdisciplinary team.
Ability to effectively communicate orally and in writing with diverse audiences including faculty, staff, students, regulatory agencies, University departmental leaders and administrators.
Demonstrated accountability, sound decision-making, professional judgment, time management, prioritization, and strategic planning.
Capable of successfully managing numerous projects with critical deadlines.
Self-motivation and ability to self-direct and lead in situations with ambiguity including emergency/crisis situations.
Proficiency with data management and analysis tools in a Windows environment, including Word, Excel, and PowerPoint.
Must be able to pass physical examination to allow for emergency response and wearing of personal protective equipment (PPE).
Desired Qualifications*
Advanced degree in engineering, geological sciences, environmental, or a related scientific field.
Certification in professional engineer, professional geologist, hazardous materials manager, or other applicable certification.
