What Your Job Will Be Like:

We are looking for an Environment, Safety & Health (ES&H) Compliance and Assurance Analyst to support Sandia's Regulatory Support Program in its mission to enhance laboratory performance through continuous improvement and compliance with Department of Energy (DOE) requirements related to radiation protection, nuclear safety, and nuclear weapons quality. This pivotal role serves as an interface between Sandia and external oversight organizations, fostering confidence that laboratory operations are conducted safely, securely, and effectively.

The selected candidate will have the opportunity to improve radiation protection, nuclear safety, and weapons quality performance across the organization through technical analyses, oversight activities, and issues management processes, requiring engagement with a broad and diverse customer base.

On any given day, you may be called on to:

  • Review off-normal events for potential noncompliance with radiation protection, nuclear safety, weapons quality, worker safety and health, or other DOE requirements.
  • Interpret and advise on compliance with the Price-Anderson Amendments Act (PAAA) and nuclear safety regulatory framework.
  • Collaborate with organizations across Sandia to identify latent weaknesses and opportunities for improvement.
  • Conduct technical analyses utilizing event reports, assessment results, performance metrics, and other data sources to identify adverse trends and emerging risks.
  • Communicate issues and potential regulatory risks to all levels of management and oversight, including the Laboratories Director, Associate Laboratories Directors, NNSA/SFO, DOE Office of Enforcement, and the Defense Nuclear Facilities Safety Board.
  • Support regulatory oversight, enforcement, and inspection activities.
  • Apply a system-level approach to improve laboratory and departmental processes, programs, and procedures.
  • Develop strategies that assist management in proactively identifying and mitigating potential nuclear safety, radiation protection, and weapons quality concerns.
  • Lead change by applying technical judgment to establish methodologies and approaches for resolving complex and unusual problems.
  • Utilize customer service skills and a consultative approach when providing guidance and recommendations based on requirements, risk, and operational circumstances.

The selected applicant can work a combination of onsite and offsite work. The selected applicant must live within a reasonable distance for commuting to the assigned work location when necessary.

Salary Range:

$87,400 - $199,700

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:

  • Bachelor's degree in Nuclear Engineering, Health Physics, Radiological Sciences, Engineering, Physical Sciences, Quality Assurance, Industrial Hygiene, Environmental, Safety and Health, or another relevant technical discipline, plus five (5) years or more of directly related experience demonstrating the knowledge, skills, and abilities necessary to perform the duties of the position. An equivalent combination of relevant education and experience will also be considered.
  • Ability to obtain and maintain a DOE Q-level security clearance.

Qualifications We Desire:

  • Master's degree or PhD in relevant technical discipline.
  • Knowledge of and experience with DOE:
  • Nuclear safety requirements, including DOE Orders, 10 CFR 830, nuclear facility safety basis programs, and relevant PAAA regulatory framework.
  • Radiation protection requirements, including 10 CFR 835 and radiological control programs.
  • Nuclear weapons quality requirements and quality assurance programs.
  • Experience with the following:
  • Evaluating events, conditions, assessments, or operational issues for potential regulatory significance.
  • Executing performance assurance activities, including assessments, measures/metrics, issues management, causal analysis, and trending analysis.
  • Interfacing (i.e., collaborating, communicating, negotiating) with DOE oversight entities (e.g., NNSA/SFO, DOE-HQ, DNFSB, DOE Office of Enforcement) and NTESS leadership.
  • Applying system-level strategic analysis to improve organizational performance and reduce risk.
  • Understanding of the DOE regulatory framework governing nuclear safety, radiation protection, worker safety and health, quality assurance, and enforcement.
  • Strong written and verbal communication skills, including the ability to communicate complex technical issues to senior management.
  • Strong teamwork and collaboration skills.
  • Ability to engage effectively with personnel at all organizational levels.
  • Ability to exemplify behaviors that reflect Sandia's core values.
  • Sandia Qualified Lead Assessor.
  • Sandia Senior Causal Analyst.
  • Experience with nuclear facility operations, radiological operations, quality assurance, or performance assurance programs.
  • Active DOE Q-level security clearance or equivalent (e.g., DOD Top Secret).

About Our Team:

As the Laboratories¿ interface with the Department of Energy¿s Office of Enforcement (OE), Defense Nuclear Facilities Safety Board (DNFSB), and the DOE Office of Inspector General / US Government Accountability Office, the Regulatory Support Program (Department 861) is dedicated to:

  • Enhancing worker safety and health, nuclear safety, and information security through the evaluation of realized events, assessments and/or audits, and communication of potential regulatory noncompliance¿s to NTESS management, the NNSA/SFO, and DOE Office of Enforcement.
  • Managing the interface with OE, DNFSB, IG/GAO in accordance with established requirements.
  • Ensuring thorough investigations of events and that corrective actions are appropriate, fully implemented, and sustainable to mitigate the risk of issue recurrence.
  • Assisting in the implementation of proactive controls to reduce the risk of off-normal events.
